Wine Duty Increase in the UK

Wine duty in the UK to rise 4 pence this year. Is this increase now a gateway for more increases in the future? Or is it simply a one-time necessary Budget increase?  Will the extra cost reach the consumer or be absorbed by those in the supply chain? Only time will tell.
